A level designer creates game content, scripting encounters and designing challenges in action games, creating tracks in racing games and so on. It is a specialist role which is not applicable to every kind of game.
Though it may appear to be a junior role to that of a game designer, level design is really its own discipline with its own set of skills. Level designers often come into play more during production rather than prototyping, and also have little to do with user interface or mechanical design.
