A TRC (technical requirements checklist) is a set of rules that a platform owner lays down as law. Every game that releases on the platform must conform to the TRCs, and those submitted which do not are rejected (usually to be fixed and resubmitted).
TRCs tend to cover a wide variety of topics, from specific technologies that developers are required to use to branding and communication. Some examples include the language that a game must display when saving data, or the apperance of an online login screen.
TRCs can be pretty onerous for developers and the cost of adhering to them can balloon the budget of a small project significantly. They also vary from platform to platform, which can make publishing a game across multiple platforms more expensive.
